Exclusive: Glencore turns setbacks into supremacy in Russian oil
DAVOS (Reuters) - The world's largest trading house Glencore is fast turning itself into a Russian oil trade leader from an outsider by mending fences in just one year with Rosneft, the Kremlin's national energy champion.
Through a $10 billion oil funding deal with state-controlled Rosneft, the Swiss-based firm that has been big in Russian coal, grains and aluminum for two decades is extending this grip to a sector where it played second fiddle to companies such as rival trader Vitol or Royal Dutch Shell.
"It shouldn't come as a surprise because Russia is one of the world's largest commodity producers and Glencore is the world's largest commodities trader," a high level source close to the situation said.
However, the speed of Glencore's expansion in Russian oil exports has been extraordinary.
Just a few years ago, Glencore's biggest investment in Russian oil, through minority stakes in mid-sized firm Russneft, seemed at risk of expropriation while its attempts to cooperate with Rosneft had long been unsuccessful.
Glencore was the only major trader or oil company not allowed to participate in Rosneft's huge oil export tenders, unlike arch-rival Vitol and oil majors Shell and BP.
Russian industry sources said the failure was partly due to tensions between Rosneft Chairman Igor Sechin, a close ally of President Vladimir Putin, and tycoon Oleg Deripaska, who has links to Glencore through the aluminium trade.
Deripaska controls aluminium giant Rusal, in which Glencore has a minority stake.
All this changed when Sechin left the government in May to take over as chief executive of Rosneft, a job requiring deep involvement in operations, unlike his previous role as chairman.
Sechin began a new drive towards consolidation of Russia's oil industry by steering a $55 billion acquisition of rival TNK-BP from oil major BP and a group of Soviet-born billionaires.
At that point money became paramount.
"Rosneft was looking to finance the deal and Glencore has good relations with a large number of banks. The company was prepared to step up to the plate and quickly arrange pre-financing for Rosneft," the high-level source said.
Both Glencore and Rosneft declined any official comment.
RIVALS IN TANDEM
Rosneft said in December Glencore and Vitol would raise $10 billion on its behalf from banks and take 67 million tonnes of Rosneft's oil exports for the next five years in return.
The arrangement will allow Rosneft to lighten the burden on its balance sheet as the money would be borrowed by the traders. The traders win the right to market 280,000 barrels per day (bpd) of Rosneft's exports.
These volumes will amount to around a tenth of seaborne exports from Russia, the world's largest oil producer.
The loan is unusual as Glencore and Vitol will borrow together, effectively working in tandem for the first time.
Industry and banking sources said this was done to avoid confusing the banks.
The split will be far from equal, however, as Glencore will line up much more backing from banks than that mustered by Vitol, which is co-owned by British businessman Ian Taylor, who built the firm into the world's largest oil trader.
Sources told Reuters that Glencore, co-owned by South African Ivan Glasenberg, will market 70 percent of the volumes under the Rosneft deal while Vitol will get 30 percent.
That marks a change from previous years when Vitol, alongside Shell and oil trader Gunvor, dominated the landscape.
"A year ago it would all have seemed impossible. But having seen Glencore's rise over the past year, I'm now pretty confident they will be around and play big for many years," said a trader with a rival.
The Rosneft deal alone would represent just under a tenth of Glencore's global oil portfolio of 2.5 million bpd.
RUSSIAN OIL APPEAL TO RISE
The rise in Russian oil trading has confirmed Glencore as one of the industry's most resilient and combative companies.
Five years ago its fortunes in Russia looked shaky after its investment in Russneft was jeopardized when the oil company's founder Mikhail Gutseriyev fell out with the Kremlin.
Gutseriyev ultimately returned from exile but Glencore is still owed more than $1 billion by Russneft - a sum it will not recoup before 2017 under a restructuring deal.
Far from being deterred, Glencore sought a bigger role in Russia.
The turning point came in early 2012 when Russia opened the new Baltic export port of Ust-Luga near St Petersburg after multiple delays which made many other traders reluctant to rely on crude from the terminal.
Glencore committed to large volumes from Ust-Luga, including oil from Rosneft, despite the risk of delays.
"Since then they never looked back and only kept increasing volumes," a Rosneft source said.
At one point in October last year Glencore was marketing more than 20 percent of the volumes that Russia exported from its Baltic ports, its biggest export route.
Traders at rivals say they do not understand how Glencore makes money on those exports as it pays premiums to Rosneft of as much as 70 cents per barrel, thought too much to recoup.
Glencore declined to comment on its trading strategy but it is clear the company is as bullish as ever on Russian oil.
Its boss Glasenberg said recently that Russia's government was likely to incentivize production in more inaccessible regions.
"As production from less accessible areas increases, so too will Russian oil's attractiveness as an investment proposition," he said.

Russia scraps law enforcement deal with U.S. in new blow to ties
MOSCOW (Reuters) - Russia scrapped a law enforcement agreement with the United States on Wednesday, further turning back the clock on a "reset" in relations since President Vladimir Putin's return to the Kremlin last year.
An order to end the deal, signed by Prime Minister Dmitry Medvedev, was posted on the government's website. It said the agreement, under which Washington provides financial assistance for law enforcement and drugs control programs, "does not address current realities and has exhausted its potential".
Lawmaker Alexei Pushkov, a Putin ally who heads the parliamentary committee on international affairs, welcomed the move.
"Russia is reformatting its relationship with the USA: this is already the third agreement cancelled in the last half-year. We are saying farewell to our dependence on 'Power No. 1'," he said on Twitter.
Since Putin's return to the Kremlin in May, his foreign policy rhetoric has become increasingly focused on external threats, including from the United States which Russia has accused of trying to meddle in Russian politics.
Moscow was infuriated by a U.S. human rights bill that barred Russians accused of human rights abuses from entering the United States and freezed any assets they have there.
It responded with a bill in December imposing similar measures and banned the adoption of Russian children by American families, clouding what was left of the "reset" in ties hailed by U.S. President Barack Obama at the start of his first term.
Moscow also outlawed U.S.-funded "non-profit organizations that engage in political activity" and last October ordered the U.S. Agency for International Development to cease operations in Russia, saying Washington was using the mission to interfere in politics.
The government statement on Wednesday said Russia's Foreign Ministry had been told to inform U.S. authorities about the withdrawal from the 11-year-old law enforcement agreement. The U.S. Embassy in Moscow declined immediate comment.
REDUCING U.S. INFLUENCE
Russia announced last October that it was withdrawing from a decades-old agreement under which Washington helped it dismantle nuclear and chemical weapons. Russia argued it now had the power and finances to carry out disarmament itself.
Dmitry Trenin, director at the Carnegie Moscow Center think tank, said Putin was playing on Russians' patriotism by portraying Washington as a meddling foreign power in an attempt to cast dissenters as traitors working for an outside threat.
"Mr. Putin's goal is to reduce as much as he can U.S. influence on Russia internally," he said.
"I'm sure there will be a lot of damage but they believe the pay-off will be bigger: whoever opposes the leadership here will be seen as a fifth column who is doing the bidding of the United States, unpatriotic at minimum and very likely a traitor."
Several members of a protest movement against Putin, which started after allegations of vote rigging after a 2011 parliamentary election, have been portrayed by the media as being on the payroll of foreign countries.
The United States withdrew from a bilateral civil society group earlier this month to protest against what it said was Moscow's clampdown on civil rights and public activism.
Russia's Foreign Minister Sergei Lavrov described the U.S. human rights bill, named after lawyer Sergei Magnitsky who died in detention in 2009, as "odious", but said Moscow wants constructive ties with the United States.
Trenin said that while Russia was likely to continue to reduce the United States' presence in the country, Moscow was unlikely to cut major initiatives. Russia allows the NATO-led International Security Assistance Force to use a rail route through its territory to transport equipment.
He added that some of recent deal-breaking with the United States was being driven by a desire to shed its image as an aid recipient.

Shortly after the latest rumor that Vertu's prepping its first-ever Android-based device, eagle-eyed Blog of Mobile delivered further evidence to support the claim, and it even managed to dig out what claims to be product shots of said phone. First of all, the name "Ti" and model number "RM-828V" are spotted across Bluetooth SIG, GLBenchmark and telecom regulator databases in Singapore and Macau. Having scanned through these pages we now know that the Ti will come with Android 4.0.4, an 800 x 480 display, a 1.5GHz processor, Bluetooth 4.0 and NFC. Blog of Mobile added that it's a Snapdragon MSM8260A SoC with WCDMA 850/900/1700/1900/2100 radio, accompanied by a rather lame 1,250mAh battery. Bluetooth SIG's page provided the following design description of the device:
"VERTU Ti possesses the classic Vertu design DNA and characteristics - strong, unique & distinctive. The design and craftsmanship positions VERTU Ti alongside other iconic products in the luxury market."
If the above images are authentic then the Ti does indeed maintain the classic Vertu look. The only real changes we can see so far are the three new physical keys -- presumably "Back," "Home" and "Recent apps" for Android. If all goes well, we should see this wallet-busting gadget at MWC next month, so start saving up now.
Update: Russian retailer spblux.ru lists four variants of the Ti or, as the site calls it, the Constellation Ti: "Titanium Black PVD black leather," "Titanium Black Alligator," "Red Gold Mixed Metal" and "Titanium Black Leather." Interestingly, the red gold version has a search button instead of "Recent apps," but we guess that was an earlier design. French troops enter Islamist stronghold in northern Mali
After liberating the cities of Gao and Timbuktu, French forces have now taken control of the airport of Kidal, the last remaining northern urban stronghold in the hands of the Islamist militias in Mali. In Gao the brutal and distressing stories of those who fell ?victim to the Jihadists harsh system of Islamic law are emerging. Lindsey Hilsum Channel Four Europe reports.

DOUENTZA, Mali ? French troops took control on Wednesday of the airport of Mali's northeast town of Kidal, the last urban stronghold held by Islamist rebels, as they moved to wrap up the first phase of a military operation to wrest northern Mali from rebel hands.
A three-week ground and air offensive by French forces aimed at initially ending a 10-month Islamist rebel occupation of major towns is expected to eventually hand over to a larger African force.
The Africans' task will be rooting out insurgents hiding in the desert and mountains near Algeria's border.
"They (the French) arrived late last night and deployed in four planes and some helicopters," Haminy Belco Maiga, president of Kidal's regional assembly of Kidal, told Reuters.
However, the deployment of French troops to remote Kidal puts them in direct contact with pro-autonomy Tuareg MNLA rebels operating there.
The Tuaregs, whose separatist rebellion last year was hijacked by the Islamist radicals, say they are ready to fight al-Qaida, but many Malians blame them for triggering the collapse of democracy and division with their northern revolt.
France's military operation in its former West African colony involves around 3,500 troops on the ground backed by warplanes, helicopters and armored vehicles. It is aimed at heading off the risk of Mali being used as a springboard for jihadist attacks in the wider region or Europe.
French and Malian troops retook the major Saharan trading towns of Gao and Timbuktu at the weekend.
There were fears that many thousands of priceless ancient manuscripts held in Timbuktu, a UNESCO World Heritage site, might have been lost during the rebel occupation, but experts said the bulk of the texts were safe.
The United States and European governments strongly support the Mali intervention and are providing logistical and surveillance backing but do not intend to send combat troops.
The MNLA rebels, who want greater autonomy for the desert north, said they had moved fighters into Kidal after Islamists left the town earlier this week.
"For the moment, there is a coordination with the French troops," said Moussa Ag Assarid, the MNLA spokesman in Paris.
There were no reports of Malian government troops being in the town.
The MNLA took up arms against the Bamako government a year ago, seeking to carve out a new independent desert state.

After initially fighting alongside the Islamists, by June they had been forced out by their better armed and financed former allies, who include al-Qaida North Africa's wing, AQIM, a splinter wing called MUJWA and Ansar Dine, a Malian group.
Risk of attacks, kidnappings
But as the French wind up the successful first phase of their offensive, doubts remain about just how quickly the U.N.-backed African intervention force, known as AFISMA and now expected to exceed 8,000 troops, can be fully deployed in Mali to hunt down the retreating al-Qaida-allied insurgents.
French Foreign Minister Laurent Fabius said the French military operation, codenamed Serval (Wildcat), was planned to be a lightning mission that would last just a few weeks to avoid getting bogged down.
"Liberating Gao and Timbuktu very quickly was part of the plan. Now it's up to the African countries to take over," he told the Le Parisien daily. "We decided to put in the means and the necessary number of soldiers to strike hard. But the French contingent will not stay like this. We will leave very quickly."
Fabius warned that things could now get more difficult, as the offensive seeks to flush out insurgents with experience of fighting in the desert from their wilderness hideouts.
"We have to be careful. We are entering a complicated phase where the risks of attacks or kidnappings are extremely high. French interests are threatened throughout the entire Sahel."
An attack on the In Amenas gas plant in Algeria earlier this month by Islamist fighters opposing the French intervention in Mali led to the deaths of dozens of foreign hostages and raised fears of similar reprisal strikes across North and West Africa.
Need for reconciliation
While the French operation has made destroying Islamist fighters, positions and assets with air strikes a priority, analysts say a long term solution for Mali hinges on finding a politicalsettlement between the northern communities and the southern capital Bamako.
Interim President Dioncounda Traore said on Tuesday his government would aim to hold national elections on July 31.
After months of being kept on the political sidelines, the MNLA said they were in contact with West African mediators who are trying to forge a national settlement to reunite Mali.
"We reiterate that we are ready to talk with Bamako and to find a political solution. We want self-determination, but all that will be up to negotiations which will determine at what level both parties can go," Ag Assarid said.
However, there have been cases in Gao and Timbuktu and other recaptured towns of reprisal attacks and looting of shops and residences belonging to Malian Tuaregs and Arabs suspected of sympathizing with the MNLA and the Islamist rebels.
France has called for international observers to be deployed to ensure human rights abuses are not committed.
"Reconciling the Tuaregs with their Malian co-citizens will be extremely complicated," said Francois Heisbourg, a special adviser at the Foundation for Strategic Research, a Paris-based think-tank.

Man with child hostage in Alabama holing up in bunker, police say
MOBILE, Alabama (Reuters) - A standoff continued early on Wednesday with a gunman who boarded an Alabama school bus and fatally shot the driver before fleeing with a young child and holing up in an underground bunker, authorities said.
Dale County Coroner Woodrow Hilboldt confirmed the bus driver had been killed in the shooting Tuesday afternoon as children were being ferried home from school.
The gunman fled to a bunker on his property after the shooting, Alabama media reported. Hilboldt said it was his understanding that the child, variously identified by local media as 5 or 6 years old, was barricaded with the gunman in "some kind of a tornado bunker."
Local law enforcement gave scant details about the incident, but confirmed that one person had been killed and a child was present at the scene in Midland City.
Hilboldt said both the gunman and bus driver were in their 60s.
Law enforcement officials from multiple agencies were convened near the bunker on Wednesday as the standoff with the shooter continued overnight, said Dothan Police Sergeant Rachel David.
The shooting comes as national debate rages over gun violence, especially in schools, after a gunman shot dead 20 students and six staff members at a Connecticut elementary school last month.
Alabama media reported that the incident on Tuesday happened at approximately 4 p.m. local time when the suspect demanded the driver let a student off the bus.
When the driver refused, the man boarded the bus, then shot the driver before taking the child and fleeing the scene.
"I spoke to about three or four of the students," Michael Senn, a local minister whose church is near the scene, told Alabama NBC affiliate WSFA.
"One of them was a young lady and she told me that when the man entered the bus ... he told most of them to get off the bus and he grabbed a 5-year-old little boy," Senn said.
"From what I understand, kids were running down the road behind the church trying to get to safety."
One resident of the area who arrived quickly on the scene said he tried to chase the suspect before he realized that the gunman had taken cover in his own private bunker.
The sheriff's department said multiple agencies were assisting with the incident, and local schools would be closed on Wednesday.

Studies show that silibinin protects against UVB damage and kills skin cells damaged by UVA
A pair of University of Colorado Cancer Center studies published this month show that the milk thistle extract, silibinin, kills skin cells mutated by UVA radiation and protects against damage by UVB radiation thus protecting against UV-induced skin cancer and photo-aging.
"When you have a cell affected by UV radiation, you either want to repair it or kill it so that it cannot go on to cause cancer. We show that silibinin does both," says Rajesh Agarwal, PhD, co-program leader of Cancer Prevention and Control at the CU Cancer Center and professor at the Skaggs School of Pharmacy and Pharmaceutical Sciences.
The first study, published in the journal Photochemistry and Photobiology worked with human skin cells subjected to UVA radiation, which makes up about 95 percent of the sun's radiation that reaches Earth. The Agarwal Lab treated these UVA-affected cells with silibinin. With silibinin, the rate at which these damaged cells died increased dramatically.
"When you take human skin cells keratinocytes and treat them with silibinin, nothing happens. It's not toxic. But when you damage these cells with UVA radiation, treatment with silibinin kills the cells," Agarwal says, thus removing the mutated cells that can cause skin cancer and photo-aging.
Specifically, the study shows that pretreatment with silibinin resulted in higher release of reactive oxygen species (ROS) within the UVA-exposed cells, leading to higher rates of cell death.
The second study, published this month by the same authors in the journal Molecular Carcinogenesis shows that instead of beneficially killing cells damaged by UVA radiation, treatment with silibinin protects human skill cells from damage by UVB radiation, which makes up about 5 percent of the sun's radiation reaching Earth.
Again, remember Agarwal's suggestion that the prevention of UV-induced skin cancer can happen in two ways: by protecting against DNA damage or by killing cells with damaged DNA. With UVA, silibinin kills; with UVB, it protects, in this case by increasing cells' expression of the protein interleukin-12, which works to quickly repair damaged cells.
"It has been 20 years of work with this compound, silibinin," Agarwal says. "We first noticed its effectiveness in treating both skin and solid cancers, and we now have a much more complete picture of the mechanisms that allow this compound to work."
Agarwal and colleagues continue to test the effectiveness of silibinin in cancer prevention and treatment in cell lines and mouse models, and are working toward human trials of silibinin-based therapeutics.

NASA satellite imagery revealed that Cyclone Felleng is packing some powerful thunderstorms with overshooting cloud tops.
An overshooting (cloud) top is a dome-like protrusion that shoots out of the top of the anvil of a thunderstorm and into the troposphere. It takes a lot of energy and uplift in a storm to create an overshooting top, because usually vertical cloud growth stops at the tropopause and clouds spread horizontally, forming an "anvil" shape on top of the thunderstorms.
During the night-time hours (Madagascar local time) of Jan. 28, NASA-NOAA's Suomi NPP satellite captured a night-time image of Cyclone Felleng when it was located northwest of Madagascar. The image was created at the University of Wisconsin-Madison and was false colored to reveal temperatures. The image showed some pretty cold overshooting cloud tops, topping at ~170K (-153.7F/ -103.1C). The image also showed some interesting gravity waves (waves in the atmosphere) propagating out from the storm in both the thermal (infrared) and visible imagery. The infrared imagery also showed that Felleng has strengthened significantly since the previous day as convective bands of thunderstorms are wrapping more tightly into the eye.
On Jan. 29, the MODIS (Moderate Resolution Imaging Spectroradiometer) instrument aboard NASA's Aqua satellite captured an image of Cyclone Felleng at 1015 UTC (5:14 a.m. EST) that showed strong thunderstorms around the center of circulation and a 22 nautical mile-wide-eye (25.3 mile/40.7 km) obscured by high clouds. The image clearly showed the western edge of the storm is approaching Madagascar.
Cyclone Felleng has continued to intensify, as NASA-NOAA's Suomi NPP image indicated with the identification of overshooting cloud tops. On Jan. 29 at 1500 UTC (10 a.m. EST), Felleng has maximum sustained winds near 90 knots (103.6 mph/166.7 kph). Felleng was located near 14.3 south latitude and 54.6 east longitude, about 420 nautical miles (483.3 miles/777.8 km) north of La Reunion. Felleng is moving west-southwestward at 8 knots (9.2 mph/14.8 kph).
On Jan. 30, a trough (elongated area) of low pressure is expected to turn Felleng southward. The storm is expected to continue intensifying as it moves parallel to the eastern coast of Madagascar.

Each god had its own duty to fullfil and all gods were respected and adored among humans. Except for one. Oni was the one God that was hated because his duty was to give energy (life) to people and also take it away once the right time comes. Humans could not understand the difficulty of Oni?s job and thus hated him. At beginning the demon God didn?t mind it saying that ?They will understand one day?. However humans never did, they continued to detest the God more and more by generation until one day Oni had enough. He was tired of being hated by mere mortals so he decided to destroy human race and create new kind that would understand the burden of his job.
Other Gods however couldn?t agree with it. They cared for humans and only wished them good. Because other Gods defended mortals, Oni grew even angrier and said ?Why do you defend humans? They?re sad beings that only care about themselves! Have they ever done anything to repay us ? Gods, for giving them chance to life and be happy!? Hebi and Okami thought about it and agreed with demon God, while Karasu and Kitsune completely denied it. So Gods decided to fight to prove which side was actually right. However no matter how long they fought none of them ever became victorious. Slowly Gods only separated more from each other, creating chaos in human world.
A human girl ? a priest saw gods fight each other and became really sad. When gods lived in peace, humans were happy as well, but now when Gods fought, humans fought as well. In order to stop the Gods, priest went to each of Gods and asked them to give a little something from each of them. Okami gave his fang, Karasu ? his feather, Hebi ? his scale and Kitsune ? his fur. Only Oni refused to give anything to priest. But she didn?t give up. Every day she went to Oni until he finally grew to like the human girl and gave her his hair. Priest combined all the powers given to her by Gods and became a dragon God named Ryuu.
Ryuu courageously fought against five Gods in order to put an end to this war. But her power was not enough. In the end she had to sacrifice herself in order to kill other Gods as well. After that peace was restored to this world, however descendants of 5 gods could never live in peace. In the end, during each generation descendant of dragon God had to seal herself/himself in order to return peace to human world. How long will this death cycle continue? Will it ever come to an end?

Neuroscientists pinpoint location of fear memory in amygdala
Jan. 27, 2013 ? A rustle of undergrowth in the outback: it's a sound that might make an animal or person stop sharply and be still, in the anticipation of a predator. That "freezing" is part of the fear response, a reaction to a stimulus in the environment and part of the brain's determination of whether to be afraid of it.
A neuroscience group at Cold Spring Harbor Laboratory (CSHL) led by Assistant Professor Bo Li Ph.D., together with collaborator Professor Z. Josh Huang Ph.D., have just released the results of a new study that examines the how fear responses are learned, controlled, and memorized. They show that a particular class of neurons in a subdivision of the amygdala plays an active role in these processes.
Locating fear memory in the amygdala
Previous research had indicated that structures inside the amygdalae, a pair of almond-shaped formations that sit deep within the brain and are known to be involved in emotion and reward-based behavior, may be part of the circuit that controls fear learning and memory. In particular, a region called the central amygdala, or CeA, was thought to be a passive relay for the signals relayed within this circuit.
Li's lab became interested when they observed that neurons in a region of the central amygdala called the lateral subdivision, or CeL, "lit up" in a particular strain of mice while studying this circuit.
"Neuroscientists believed that changes in the strength of the connections onto neurons in the central amygdala must occur for fear memory to be encoded," Li says, "but nobody had been able to actually show this."
This led the team to further probe into the role of these neurons in fear responses and furthermore to ask the question: If the central amygdala stores fear memory, how is that memory trace read out and translated into fear responses?
To examine the behavior of mice undergoing a fear test the team first trained them to respond in a Pavlovian manner to an auditory cue. The mice began to "freeze," a very common fear response, whenever they heard one of the sounds they had been trained to fear.
To study the particular neurons involved, and to understand them in relation to the fear-inducing auditory cue, the CSHL team used a variety of methods. One of these involved delivering a gene that encodes for a light-sensitive protein into the particular neurons Li's group wanted to look at.
By implanting a very thin fiber-optic cable directly into the area containing the photosensitive neurons, the team was able to shine colored laser light with pinpoint accuracy onto the cells, and in this manner activate them. This is a technique known as optogenetics. Any changes in the behavior of the mice in response to the laser were then monitored.
A subset of neurons in the central amygdala controls fear expression
The ability to probe genetically defined groups of neurons was vital because there are two sets of neurons important in fear-learning and memory processes. The difference between them, the team learned, was in their release of message-carrying neurotransmitters into the spaces called synapses between neurons. In one subset of neurons, neurotransmitter release was enhanced; in another it was diminished. If measurements had been taken across the total cell population in the central amygdala, neurotransmitter levels from these two distinct sets of neurons would have been averaged out, and thus would not have been detected.
Li's group found that fear conditioning induced experience-dependent changes in the release of neurotransmitters in excitatory synapses that connect with inhibitory neurons -- neurons that suppress the activity of other neurons -- in the central amygdala. These changes in the strength of neuronal connections are known as synaptic plasticity.
Particularly important in this process, the team discovered, were somatostatin-positive (SOM+) neurons. Somatostatin is a hormone that affects neurotransmitter release. Li and colleagues found that fear-memory formation was impaired when they prevent the activation of SOM+ neurons.
SOM+ neurons are necessary for recall of fear memories, the team also found. Indeed, the activity of these neurons alone proved sufficient to drive fear responses. Thus, instead of being a passive relay for the signals driving fear learning and responses in mice, the team's work demonstrates that the central amygdala is an active component, and is driven by input from the lateral amygdala, to which it is connected.
"We find that the fear memory in the central amygdala can modify the circuit in a way that translates into action -- or what we call the fear response," explains Li.
In the future Li's group will try to obtain a better understanding of how these processes may be altered in post-traumatic stress disorder (PTSD) and other disorders involving abnormal fear learning. One important goal is to develop pharmacological interventions for such disorders.
Li says more research is needed, but is hopeful that with the discovery of specific cellular markers and techniques such as optogenetics, a breakthrough can be made.

U.S. government warns of hack threat to network gear
BOSTON (Reuters) - The U.S. Department of Homeland Security urged computer users on Tuesday to disable a common networking technology feature, after researchers warned that hackers could exploit flaws to gain access to tens of millions of vulnerable devices.
The U.S. government's Computer Emergency Readiness Team advised consumers and businesses to disable a feature known as Universal Plug and Play or UPnP, and some other related features that make devices from computers to printers accessible over the open Internet.
UPnP is designed to let networks identify and communicate with equipment, reducing the amount of work it takes to set up networks. Dave Marcus, chief architect of advanced research and threat intelligence with Intel's McAfee unit, said hackers would have a "field day" once the vulnerability in network devices is exposed.
"Historically, these are amongst the last to be updated and protected properly which makes them a gold mine for potential abuse and exploitation," said Marcus, who advises government agencies and corporations on protections against sophisticated attacks.
Computer security company Rapid7 said in a white paper released on Tuesday that it discovered between 40 million and 50 million devices that were vulnerable to attack due to three separate sets of problems that the firm's researchers have identified with the UPnP standard.
The flaws could allow hackers to access confidential files, steal passwords, take full control over PCs as well as remotely access devices such as webcams, printers and security systems, according to Rapid7.
It has alerted electronics makers about the problem through the CERT Coordination Center, a group at the Carnegie Mellon Software Engineering Institute that helps researchers report vulnerabilities to affected companies.
CERT in turn has tried to contact the more than 200 companies identified, including Belkin, D-Link, Cisco Systems Inc's Linksys division and Netgear.
Representatives for Belkin, D-Link, Linksys and Netgear did not immediately responded to requests for comment.
Chris Wysopal, chief technology officer of security software firm Veracode, said he believed that publication of Rapid7's findings would draw widespread attention to the still emerging area of UPnP security, prompting other security researchers to search for more bugs in UPnP.
"This definitely falls into the scary category," said Wysopal, who reviewed Rapid7's findings ahead of their publication. "There is going to be a lot more research on this. And the follow-on research could be a lot scarier."
A source with a major networking equipment maker confirmed on Monday they had been alerted to the problem, and that companies were preparing to respond.
"This is the most pervasive bug I've ever seen," said HD Moore, chief technology officer for Rapid7. He discussed the research with Reuters late on Monday.
TAKING CONTROL
Moore said that there were bugs in most of the devices he tested and that device manufacturers will need to release software updates to remedy the problems.
He said that is unlikely to happen quickly.
In the meantime, he advised computer users to quickly use a free tool released by Rapid7 to identify vulnerable gear, then disable the UPnP functionality in that equipment.
Moore said hackers have not widely exploited the UPnP vulnerabilities to launch attacks, but both Moore and Wysopal expected they may start to do so after the findings are publicized.
Still, Moore said he decided to disclose the flaws in a bid to pressure equipment makers to fix the bugs and generally pay more attention to security.
People who own devices with UPnP enabled may not be aware of it because new routers, printers, media servers, Web cameras, storage drives and "smart" or Web-connected TVs are often shipped with that functionality turned on by default.
"You can't stay silent about something like this," he said. "These devices seem to have had the same level of core security for decades. Nobody seems to really care about them."
Veracode's Wysopal said that some hackers have likely already exploited the flaws to launch attacks, but in relatively small numbers, choosing victims one at a time.
"If they are going after executives and government officials, then they will probably look for their home networks and exploit this vulnerability," he said.

BEIRUT ? At least 65 people, apparently shot in the head, were found dead with their hands bound in a district of the northern Syrian city of Aleppo on Tuesday, a pro-opposition monitoring group said.
The U.K.-based Syrian Observatory for Human Rights said the death toll could rise as high as 80 in what it called a "new massacre."
It was not clear who carried out the killings.
Photos posted online by activists showed the muddied bodies of about a dozen men lying by a small river in what they said was the Bustan al-Qasr neighborhood of Aleppo.
Close-up shots of some of the corpses showed they had what appeared to be gunshot wounds to the head.
Government forces and rebels in Syria have both been accused by human rights groups of carrying out summary executions in the 22-month-old conflict, which has claimed more than 60,000 lives.
Rebels pushed into Aleppo, Syria's most populous city, over the summer, but have been stuck in a stalemate with government forces. The city is divided roughly in half between the two sides.

Canon EF 20mm f/2.8 USM
The Canon EF 20mm f/2.8 USM ($539.99 direct) is a fairly compact wide-angle lens for Canon D-SLR cameras. When used on a full-frame body, the lens can capture stunning landscapes, and its distortion characteristics are controlled enough for use for architecture. Mounting it to an APS-C camera like the EOS Rebel T4i gives the lens a narrower 32mm field of view, which is still considered to be a moderate wide angle.
When you consider its field of view, the lens is pretty compact. It measures just 2.8 by 3.1 inches (HD) and adds 14.3 ounces of weight to your gear bag. It can focus as close as 0.8-foot, which allows you to get some interesting shots with a shallow depth of field, but when shooting wider scenes the lens will keep everything in focus, as racking it to infinity will put every object more than three feet from the lens in sharp focus. The front element is slightly curved, but you can still use a screw-in filter with the lens?you'll just have to invest in one with a rather large 72mm diameter. As is the case with almost every prime lens, the front element doesn't rotate when focusing, so using a polarizer is possible. The lens hood is not included, although adding one is probably a good idea as wide-angle lenses are often prone to flare and a hood will help to compensate for that.
Imatest shows that the lens is a little soft at f/2.8, but sharpens nicely from f/4 onwards. At its widest aperture it records 1,689 lines per picture height, just a bit shy of the 1,800 lines that are required for an image to be considered sharp. It hits 1,963 lines at f/4, increases to 2,245 lines at f/5.6, and peaks at 2,374 lines at f/8. The lens shows only 0.2 percent pincushion distortion when paired with the full-frame Canon EOS 6D, an impressive result. There is some evidence of color fringing in high-contrast scenes, especially tree branches against a bright sky. This can be corrected in Lightroom with a few adjustments. We didn't notice fringing when we shot with Canon's EF 17-40mm f/4L USM zoom lens on the EOS 5D Mark III. That lens is also quite sharp and has zoom capability, but is a bit more expensive and shows much more distortion at wide angles.
If you're in the market for a wide prime lens for your Canon camera, the EF 20mm f/2.8 USM is a solid choice. It has a moderately fast aperture, and sharpens quickly as you narrow its iris. The price is quite reasonable, and it can be used with both full-frame and APS-C cameras. On the former it captures a truly wide field of view, and on the latter serves as a very useful moderate wide-angle optic.

It will be a late Monday afternoon finish at Torrey Pines, which should be the site of Tiger Woods' eighth win at the South Course.
The 2013 Farmers Insurance Open will conclude on Monday, with the last group through just seven holes of the final round. In that group is runaway leader Tiger Woods, who carries a six-shot lead into the Monday finish on the South Course at Torrey Pines.
Woods still has 11 holes to play, but even with some of his struggles off the tee late Sunday night, the remaining stretch would appear to be a mere formality on the march to his 75th career victory. Woods missed the first five fairways at the start of his fourth round, but still managed to avoid a bogey and actually extended his lead by two shots with three more birdies. His short game and dominance on the par-5s have created the cushion.

The Monday finish was expected as a full day was lost on Saturday due to dense fog in the area. With 87 players making the cut, and the limited daylight of January, no groups were able to complete the tournament during the dawn-to-dusk play on Sunday. The decision was also made to not repair the players between rounds on Sunday, so Woods continues to play with Billy Horschel and Casey Wittenberg in the last group. The first groups have just three holes remaining in the fourth round.
With all players out on the course, there are no remaining tee times for Monday but play will resume at 2:10 p.m. ET. Golf Channel will have the broadcast from 2:10 up to 4 p.m. ET, at which point CBS will take over and carry coverage of the finish. That should wrap up around 5:30 p.m. ET, and reports on Sunday indicated that CBS asked the Tour for a later start so that they could carry coverage of that late afternoon finish.
The collateral damage of that decision is that some players, such as Tiger's playing partners, have no chance to make it to Phoenix in time for Monday qualifying at the Waste Management Open. There were initial reports that the Tour would try to finish up early on Monday and try and jet those players over to Phoenix in time. Instead, it will be a Monday afternoon conclusion at Torrey Pines -- circumstances similar to Tiger's last win here in the 2008 U.S. Open.

J.J., his longtime producing partner Bryan Burk, and Bad Robot are on board to produce along with Kathleen Kennedy under the Disney | Lucasfilm banner.
Also consulting on the project are Lawrence Kasdan and Simon Kinberg. Kasdan has a long history with Lucasfilm, as screenwriter on The Empire Strikes Back, Raiders of the Lost Ark and Return of the Jedi. Kinberg was writer on Sherlock Holmes and Mr. and Mrs. Smith.
